The Toy Library Howick and Pakuranga Inc - Covid-19 Response Plan and Policies

Introduction

The Toy Library will comply with restrictions and requirements as set out by the Government at all times in order to keep our staff, volunteers and families safe.  

A risk assessment has been undertaken to ensure that appropriate controls are in place to protect our staff, volunteers and families.

Version Control:

This policy will be reviewed and where necessary updated when changes are made to National or Regional policy and as required. 

Version 2: Updated January 2022 to reflect Covid 19 Protection Framework (Traffic light system) and the protocols of Howick Presbyterian Church. 

Red

The Library is open (hours may be reduced) 

 The minimum requirements under the Framework are:

  • Masks required for staff and visitors
  • Capacity limits based on 1m distancing within the space. (max 100, fewer in Library)
  • All staff and visitors must sign the NZ Covid Tracer QR code for both the Toy Library and for Howick Presbytarian Church on entry. These will be prominently displayed. 

Additionally following a risk assessment TTL are requiring the following measures:

General

  • Unwell members requested not to come into library, renew toys by phone, text, email or facebook
  • Hand sanitizer is available
  • Members are expected to clean toys prior to return.
  • Toys will be quarantined for one week before returning to shelves. 

Vaccination

  • All staff and volunteers working on site must be fully vaccinated
    • Members with ‘Active’/‘Duty’ membership who are unvaccinated may complete their duties from home or upgrade their membership to ‘non active’
  • All members and visitors over 12 years must be fully vaccinated. 
    • Vaccine Pass will be checked on joining and may be rechecked at any time. Visitors will be checked on entry.
    • Members who are not fully vaccinated may borrow toys through an informal (until our database can provide this officially) click and collect service, with contactless collection of toys from outside the Library door. Or may pause or cancel their membership. 

Orange

The Library is open normal hours

 The minimum requirements under the Framework are:

  • Masks required for staff and visitors
  • Capacity limits based on 1m distancing within the space. (max 100, fewer in Library)
  • All staff and visitors must sign the NZ Covid Tracer QR code for both the Toy Library and for Howick Presbytarian Church on entry. these will be prominently displayed. 

Additionally following a risk assessment TTL are requiring the following measures:

  • Toys will only be quarantined from unvaccinated families or if returned from a family with a positive case. 

 Vaccination

  • All staff and volunteers working on site must be fully vaccinated
    • Members with ‘Active’/‘Duty’ membership who are unvaccinated may complete their duties from home or upgrade their membership to ‘non active’
  • All members and visitors over 12 years must be fully vaccinated.

  • All staff and visitors must sign the NZ Covid Tracer QR code for both the Toy Library and for Howick Presbytarian Church on entry. These will be prominently displayed.

Lockdown

Under the Framework lockdowns are not anticipated. However, should a lockdown be announced the Library will be Closed. 

  • No hire fee or overdue fees charged for lockdown longer than 2 weeks.
  •  Members will be encouraged to donate the value of hire fees for the lockdown period if they are able.

 

Events

Events will operate with the above controls except that additionally:

  • Red - events may be postponed. If events go ahead vaccine passes must be checked for all attendees, max 100 people. 
  • Orange - vaccine passes must be checked for all attendees
  • Green - no additional controls

      

Committee Meetings and General Meetings

All committee and General meetings (eg AGM) meetings held on site or in private homes will meet the current government guidelines for gatherings. 

Meetings can be held by Video Call when in person gatherings are not allowed. Attendance via video call counts towards a quorum.

 

Communication

This policy will be made available in the Library and on our website at all times for members to view

In the Library posters with the current requirements (Vaccine pass, masks, capacity limits, QR codes) will be prominently displayed. 

At a change in Framework level members will be notified via:

  • post on Social Media
  • poster on door of Library
  • In case of long-term lockdown announcement - by email newsletter
